Todd Schatz is one of just a few licensed time of transfer inspectors who is licensed to inspection septic systems in Woodbury County. He is licensed by the Iowa DNS and must perform the inspections in a uniform and safe manner. There is a standardized worksheet he must fill out.

In plain text, if you’re buying or selling your home which includes the Septic System. You will NEED a “Time of Transfer” inspection by a certified inspector. The purpose of this law is to make sure home buyers don’t inherit a failing septic system, and to protect the environment (and drinking water) from sewage pollution and waste bacteria.

What Exactly Happens?

A Certified Inspector will look at your property and system to determine if it passed or will need to be upgraded. You may need to upgrade the system before you’re able to pass inspection to sell the home.

When your system passes you will get paperwork which is required by the County Recorder to transfer ownership of properties with septic systems. This may also be required by the lender if the property is being financed by the buyer.

Not each property with septic systems will require an inspection. There are some exemptions.

Here is a list of exemptions by the state of Iowa. You’ll notice that some of the exceptions include being transferred to a spouse or certain direct descendant. Each inspection performed is good for 2 years.
